I had this same problem last year when Alex was just starting to walk so he was into everything! Sometimes you feel like there is just no stopping them! There are two ideas for where to put the tree.
1) In a playpen and then put the presents in the playpen around it.

2) Putting tree somewhere that can be blocked off with a gate.

If you keep it out in the open just be prepared to do a lot of chasing and possible some re-wrapping of presents.
